How did the mafia evolve from a loosely knit group of gangs into a multi-national criminal organisation run as efficiently as a legitimate business corporation? Beginning in 1931, legendary mobster Charles ""Lucky"" Luciano formed a mafia board of directors known as the Commission to establish policy among the mafia families around the country. In 1957, the Sicilian and the American mobs came together to lay the groundwork of an international heroin smuggling operation. The Sicilians would obtain, refine and export the drug to the United States where it would be sold through the American mob. Heroin production on an industrial scale guaranteed both organisations would get rich beyond their wildest dreams. Ultimately, the mafia's entry into the heroin business unleashed a spiral of violence and prompted the authorities to launch an unprecedented crackdown on the mafia, which continues to this day.
